Project Overview

The purpose of this Request for Proposals (RFP) is to secure multiple contracts for tobacco use
prevention and control initiatives in New Mexico. Offerors will propose objectives and activities
that are aligned with the goals and objectives of the Tobacco Use Prevention and Control
(TUPAC) Program. “Tobacco Use” means the harmful and addictive use of tobacco (e.g.,
cigarettes, cigars, smokeless tobacco products, etc.) outside of beneficial traditional, sacred or
ceremonial purposes.
One or more contracts will be awarded to develop, implement and evaluate an annual media and/or
marketing plan to help achieve the following goals:
1. Prevent Tobacco Use Initiation Among Youth and Young Adults
2. Promote Quitting Among Adults and Youth Who Use Tobacco
3. Eliminate Exposure to Secondhand Smoke
4. Identify and Eliminate Tobacco-Related Disparities Among Population Groups
